Centre of Excellence for Illicit Drug Supply Reduction — CoE

The pilot project of the Centre of Excellence for Illicit Drug Supply Reduction (CoE Brazil) is the result of an innovative partnership between the National Secretariat for Drug Policy and Asset Management of the Ministry of Justice and Public Security (SENAD/MJSP), the United Nations Office on Drugs and Crime (UNODC) and the United Nations Development Programme (UNDP).

The proposal of the CoE is to contribute with qualified information on the supply of drugs in Brazil through the sharing of scientific evidence on the illicit markets. Based on extensive research and analysis work, the CoE will provide subsidies to assist the Ministry in the preparation of studies on trends and threats posed by drug trafficking and transnational organized crime, and will disseminate this information to government, civil society and the press.

The Centre has the expertise of the UNODC headquarters in Vienna and offices in several countries to strengthen the statistical and analytical capacities of public security and develop international cooperation strategies within the theme. Thus, the information produced by the CoE should facilitate dialogues within Brazil and with neighboring countries in the search for articulated, coordinated and integrated solutions to problems associated with drugs and crime.

Strategic planning

Strategic planning The strategic planning is a short- and medium-term program instrument that defines strategic guidelines during the CoE's implementation. It is an important organizational management tool, and will guide the performance of the CoE in order to guarantee its execution. Click here to access the file.


Governance System The CoE pilot project will be exercised by a Management Committee, responsible for directing and coordinating the activities of the CoE, and by an Operational Committee, responsible for managing and monitoring the execution of activities.
